Performance management practices in public sector organizations: Impact on performance

Purpose
To find out whether performance management practice affects organizational performance in public sectors.

Method
This study was carried out based on theories of economics and behavior. It tried to differentiate between quantitative and qualitative performances. Samples used for the study were 93 public organizations in the Netherlands.

Results
The definition of a clear and measurable target was positively related to either quantitative performance or qualitative performance. The use of incentives was positively related to quantitative performance, but negatively to qualitative performance. The effect of performance management practices in public sector organizations were institutional. In a holistic view, these results showed that the effect of performance management practices was as important as economic effects in the public sector organizations.

Limitation
The results of this study was limited to public organizations in the Netherlands. Therefore, further studies must be carried out in other regions.

 Praktek Manajemen Kinerja pada Organisasi Sektor Publik: Pengaruhnya terhadap Kinerja

Tujuan
Mengetahui apakah praktek manajemen kinerja berpengaruh terhadap kinerja organisasi pada sektor publik.

Metode
Penelitian ini dilakukan berdasarkan teori-teori ekonomi dan perilaku. Penelitian berusaha membedakan antara kinerja kuantitatif dan kinerja kualitatif. Sampel yang digunakan berasal dari 93 organisasi publik di negara Belanda.

Hasil
Definisi tentang target yang jelas dan terukur berhubungan positif baik dengan kinerja kualitatif maupun dengan kinerja kualitatif. Penggunaan insentif berhubungan positif dengan kinerja kuantitatif, tetapi berhubungan negatif dengan kinerja kualitatif. Pengaruh praktek manajemen kinerja di dalam organisasi sektor publik bersifat institusional. Dalam pandangan yang lebih menyeluruh, hasil yang diperoleh menunjukkan bahwa pengaruh praktek manajemen kinerja sama pentingnya dengan pengaruh ekonomi di dalam organisasi sektor publik.

Keterbatasan
Hasil penelitian kali ini terbatas untuk organisasi publik di negara Belanda. Sehingga, perlu dilakukan penelitian-penelitian sejenis dengan konteks wilayah yang berbeda.
